Is NZ Ready for Prefab? A Builder and an Architect Debate

Prefab homes have been "the future of housing" for about 40 years now. Why has uptake in NZ been so slow?

Perception, primarily. Kiwis have historically associated prefab with the cheapest possible outcome — those thin-walled, drafty transportable houses from the 1980s. The product has evolved dramatically; the reputation has not caught up. A modern panelised or volumetric prefab is airtight, well-insulated, and often higher quality than site-built equivalent at the same price.

I would add that our regulatory framework has been a barrier. The Building Code is written primarily with site-built construction in mind. Until recently, a prefab manufacturer had to navigate a complex path through council to get components accepted. The MBIE have improved this significantly with the CodeMark scheme, but we are still behind Australia and Europe.

What does prefab actually cost compared to traditional construction in NZ right now?

For a standard three-bedroom home, a well-specified prefab is running roughly $2,800–$3,400 per square metre supply and install, which is comparable to — sometimes cheaper than — a site-built equivalent at current labour costs. The real saving is in time: a prefab shell is typically erected in two to four days versus four to six weeks of framing on site.

The financial case gets more compelling when you account for reduced financing costs during construction — a faster build means a shorter period of paying rent while also servicing a construction loan. That saving is often invisible in the headline cost comparison but is very real.

What should a NZ homeowner look for when evaluating a prefab supplier?

First, visit completed homes. Not the showroom — actual homes with consented occupancy, ideally at least two years old. Second, check the thermal envelope: R-values in walls, floor, and ceiling, plus the window specification. Third, ask about the compliance pathway — do they have a CodeMark certificate or will you be navigating council approval yourself? That difference can add months and thousands to your project.
