H1 Energy Efficiency Updates
The revised H1 clause, fully in effect since May 2025, requires significantly improved insulation values across all NZ climate zones. For renovations touching more than 25% of a building envelope, the entire envelope must be brought up to the new standard. This has materially increased the cost of extensions and re-cladding projects.
Bathroom Waterproofing Standards
The E3 external moisture clause now has a complementary internal moisture provision that explicitly requires membrane waterproofing to extend 150mm up walls around showers, and mandates fall gradients of 1:60 toward floor wastes. Inspectors are enforcing these more rigorously than before.
What This Means for Consent
Projects that previously sat under the $30,000 exempt threshold may now require consent if they trigger envelope or plumbing work. Always speak to a licensed building practitioner before assuming your renovation is exempt. The fines for non-consented work have also increased.
The Silver Lining
The stricter standards mean that work done now will perform significantly better over its lifetime. Better-insulated homes have lower heating costs, less moisture damage, and higher resale values. Think of compliance as an investment, not just a cost.
